Well not really but if done right the tilt shift technique does make these types of photos look like small models.

You can do it in camera using a real tilt-shift lens or for those of us without the cool toys you can do the fake tilt-shift technique in Photoshop. Since I have been delving more into Photoshop now that I'm free from my 365 Project I've been exploring different processing techniques.
